- The Department seeks input into the design of the developer rating scheme. A mechanism to implement a DRS may involve two phases which are explained in the RFI. The purpose of this RFI is to understand the potential level of interest and capacity in the market in becoming : • the designer of phase 1 and/or phase 2 of the scheme (including a rating website) • the need for specialist subcontracting arrangements to prepare part of the scheme. as well as possible timeframes for completion, preferred funding model/s and an initial estimate of cost.
