Description:
Background:The Public Transport Authority (Pta) Is In Need Of A Pool Of Consultants To Provide Quantity Surveying And Cost Estimating Services Under A Panel Arrangement. A Panel Arrangement (Also Known As A Standing Offer) Is A Procurement Method Used That Includes Multiple Suppliers Who Have Agreed To Provide Goods Or Services Under The Same Terms And Conditions. These Services Are To Be Utilised By All Participating Divisions Of The Pta, If And When Sub-Agreements/Contracts Are Raised From Under The Head Contract.Scope Of Services:Estimation Services -Provide Estimating Services And Cost Advice For Selected Forms Of Contract Delivery Models, Which May Include Alliance Contacts, Early Contractor Involvement Contracts (Eci), Design And Construct Deeds (D&C), Construct Only And Design Only Contracts. Services Include, But Are Not Limited To: Developing, Reviewing, And Certifying Various Types Of Estimates, Including First Principle And Unit Rate-Based Estimates, And Probabilistic Estimates;Developing Pricing Schedules For Inclusion In Tender Documents;Calculating Appropriate Liquated Damages For Delays, Considering Critical Project Milestones And Interfaces;Updating Cost Estimates Based On Revised Designs And Drawings;Providing Cost Advice And Participating In Tender Assessments And Contractual Negotiations;Identifying, Costing, And Assessing Project Risks And Opportunities, Developing Comprehensive Risk Profiles;Reviewing, Improving, And Developing Cost Estimating Policies, Strategies, Processes, Systems, Guidelines, And Procedures; Offering Ongoing Cost Estimation Services As Required;Developing Target Outturn Costs (Toc);Providing Expertise In Estimating Methodology And Toc For Complex Projects; Andremaining Involved During Construction For Reviews, Audits, And Certification Of Cost Claims.Commercial Services -Provide Commercial Services For A Range Of Traditional Contract Models That May Include Alliance Contacts, Early Contractor Involvement Contracts ...
