- To address biosecurity threats, importers of sea cargo to Australia are required to treat shipping containers with a range of noxious gasses, also known as fumigants. If a shipping container is selected for examination by the ABF, it must first be tested to ascertain if there are fumigants, volatile organic compounds (VOC) or toxic industrial chemicals (TIC) present at unsafe levels. If they are detected in unsafe levels, the ABF, or its contracted personnel, uses an extraction device to remove the fumigants to protect staff health and safety. Fumigant detection and identification (FDI) capability is critical to the efficient examination of cargo and the safety of ABF and contracted personnel. Without the capability to test containers for fumigants, VOCs and TICs, ABF officers and contractors would be at significant work health and safety (WHS) risk from unknown chemicals. The Department of Home Affairs (the Department) seeks to engage suitably qualified service provider to replace the current nine (9) FDI devices and maintain the new fleet.
