- The ATM seeks multiple Service Providers able to provide Level 2 Emergency Towage Capability (ETC2) Services to meet AMSA-s requirements. AMSA is seeking Service Providers who can provide ETC2 services capable of providing First Strike Capabilities, including : 1.preserving life; 2.holding a vessel clear of imminent danger; 3.towing a vessel out of immediate danger; 4.towing or escorting a casualty to a place of refuge (as opposed to a place of repair); 5.fighting fire; 6.stabilizing a casualty to prevent further damage to the ship or the environment; 7.protecting the marine environment from pollution; and 8.providing related services as directed by AMSA.
